The Ministry of Finance started working on formation of criteria of Golden List from the beginning of 2007.
The members of the Golden List will enjoy privileges, for instance simplified custom's procedures. However besides privilege the members of the Golden List will have great responsibilities as well.
The Golden List was founded by World Trade Organization. The members of the Golden List should satisfy all those criteria, which will be worked out by a country.
